Best QR Code Generators Compared (2026)

What is the best QR code generator? The one whose codes still work after you stop paying for it. Most comparison lists skip that test, because most of them are written by QR code companies. I counted at least two top-ranking “best of” lists for this exact keyword that put their own product first.
I should say up front: I’m Bhargav, and I founded linkutm, which also makes QR codes. So I’m one of those companies too. To keep this fair, every claim about a competitor below comes from that company’s own pricing page, help center, or terms, checked on October 16, 2026. Where I couldn’t verify something, I say so.
Here’s what you’ll get from this QR code generator comparison: a quick pick for each job, the one decision (static or dynamic) that matters more than any feature list, a table of what 9 vendors do to your codes when a trial ends, a test of what a phone actually sees when a code dies, and 10 honest reviews.
Quick Picks: The Best QR Code Generator for Each Job
| Job | My pick | Why | Watch out for |
|---|---|---|---|
| Free static code, no account | QRCode Monkey | Free PNG, SVG, PDF, and EPS, no signup | Its “dynamic” button sends you to a paid trial elsewhere |
| Free dynamic code that keeps working | Hovercode | 3 dynamic codes free forever, no scan cap | Only 3 codes on the free plan |
| Campaign tracking with UTMs | linkutm (my product) | QR code is a short link with UTMs and scan analytics | Free codes carry a linkutm mark |
| Enterprise and compliance | Uniqode | SOC 2 Type 2, all paid plans | Annual billing only, GA4 starts at $49/mo |
| Most dynamic codes for the money | QR TIGER | 12 dynamic codes, unlimited scans, $7/mo | Codes stop working if the plan expires |
| Already paying for Bitly | Bitly | Codes “never expire” and survive a downgrade | Free codes can’t be edited |
| Designers working in Canva | Canva | Dynamic codes even on the Free plan | Scan insights need Canva Business |
| One-off code from your browser | Google Chrome | Built in, nothing to install | Static only, no design control |

Static vs Dynamic QR Codes: The Choice That Decides Everything
A QR code generator is software that turns data, usually a URL, into the black-and-white grid a phone camera can read. QR codes themselves were invented at Denso Wave in 1994 and are defined by the ISO/IEC 18004 standard, so every generator produces the same kind of symbol. The difference between generators is what they put inside it.
A static QR code stores your destination URL directly in the pattern. Nobody sits between the scan and your website. It never expires, and it can never be edited or tracked.
A dynamic QR code stores a short link on the vendor’s server, such as qrco.de/bf4Y2u. When someone scans it, that server logs the scan and redirects to your real URL. That redirect is what lets you edit the destination after printing and count scans.
Here’s the relationship most lists never spell out. The redirect server that gives you editing and QR code analytics is also the thing that can switch your code off. A dynamic code is only as permanent as your account with the company that owns the redirect domain.
My rule is simple. Use static for anything that never changes (Wi-Fi details, a contact card, a fixed page). Use dynamic for anything printed for a campaign, because you’ll want to fix a typo or measure the result. The static vs dynamic QR codes page has the full breakdown. The one honest limit of static codes: if your URL ever changes, every printed copy is dead.

What Happens to Your QR Codes When You Stop Paying?
This is the question I’d ask before comparing a single design feature. I read each vendor’s own help center and terms for what happens when a trial ends or a subscription is cancelled. Here’s what they say, in their words where possible.
| Generator | Default redirect domain | When you stop paying (vendor’s own wording) |
|---|---|---|
| QR Code Generator PRO | qrco.de, l.ead.me | Trial end: dynamic codes “are deactivated and point to a service page”. After cancelling, they work to the end of the period plus 30 days, then redirect to a service page |
| Uniqode | qrcodes.pro, qr.tapnscan.me, linkpages.pro | Dynamic codes “are deactivated after your trial period expires”. After cancellation, scanners are “prompted to an error page” |
| QR TIGER | qr1.be | “If your plan expires, it will stop working.” |
| Flowcode | flow2.it (in help examples) | Terms: codes over the Free limit are “archived and re-directed to flowcode.com”. An older help article says they keep scanning |
| Bitly | bit.ly or your domain | “Like Bitly Links, the QR Codes you create in Bitly never expire.” Downgrading affects QR codes the same way as links |
| Hovercode | scango.to | “Your first 3 QR codes will never expire.” Extra codes become “inactive but won’t be deleted” |
| ME-QR | not published | Codes keep working after you unsubscribe, but free codes show ads |
| Canva | not published | Help page doesn’t say. Codes without an expiry date “never” expire |
| linkutm | linkutm short domain, or your branded domain (paid) | Pricing page: “Existing links always keep working”, and every linkutm dynamic code is one of those links |
Sources: QR Code Generator PRO help center, Uniqode docs, QR TIGER FAQ, Flowcode terms, Bitly support, and Hovercode help, all read on October 16, 2026.
Two details matter here. First, both QR Code Generator PRO and Uniqode say a new account can’t revive old codes. Your printed codes are tied to that original account. Second, a custom domain moves the domain into your hands, but not always the redirect. Hovercode says codes on a custom domain stop working when you cancel, and Bitly says it won’t renew the SSL certificate on your domain after a downgrade.
My test: what a phone sees when a code dies
I wanted to see the scanner’s side, so I requested a code path that has never existed on each vendor’s redirect domain, using an iPhone browser signature. A made-up path isn’t identical to a deactivated code (vendors may route those to a special page), but it shows where a dead link on that domain lands. I ran it on October 16, 2026, and kept the script and raw results so I can rerun it.
- QR Code Generator PRO (
qrco.deandl.ead.me): a 302 redirect to the company’s own Help Center, on an article titled “Why did a QR Code or link bring me to the Help Center?” - QR TIGER (
qr1.be): a page that says “Sorry, this QR is invalid. Please Contact to QR TIGER admin.” - Flowcode (
flow2.it): two redirects onto flowcode.com, ending at a “code not found” page. - Uniqode, Bitly, and Hovercode: a plain 404 “page not found” on their own domain.
Notice what none of these show: your brand. A customer holding your flyer lands on a page carrying the vendor’s name or a bare error. That’s why I care more about the stop-paying table than about how many frame styles a generator has. The limitation of my test: it can’t show the exact “service page” a deactivated trial code gets, because I didn’t let a real trial lapse.

The 10 Best QR Code Generators, Reviewed
Prices are entry plans in USD, checked October 16, 2026. I list monthly and annual billing separately because several vendors only sell annual plans.
1. QRCode Monkey: best free static QR code generator
QRCode Monkey is the generator I’d send a friend to for a one-off static code. It’s run by QRCode Monkey GmbH in Berlin, needs no signup, and states plainly that “the created QR codes are static”. You can add a logo, change colors, and download PNG, SVG, PDF, or EPS for free. That free vector output is rare.
The limitation: PDF and EPS exports “only support classic QR codes without the design and logo options”. And every “dynamic QR code” and statistics prompt on the site links to a signup on QR Code Generator PRO, which is a trial, not a free plan. Stay on QRCode Monkey’s own page and you’re fine.
2. Hovercode: best free dynamic QR code generator
Hovercode, a UK company, is the most honest free dynamic offer I found. The free plan is “not a free trial”: 3 dynamic codes, unlimited static codes, no scan cap, no ads, and no watermark. The help center says “your first 3 QR codes will never expire”, even if you later cancel a paid plan. Canva’s own UK and Australian help pages say its dynamic QR codes are “Powered by Hovercode”.
If you want the best dynamic QR code generator that doesn’t need a credit card, start here. Pro costs $12 a month or $120 a year for 100 dynamic codes and 1 custom domain. The limitation: there’s no direct Google Analytics integration (Hovercode says to use UTM parameters instead), and codes on a custom domain stop working if you cancel.
3. linkutm: best for campaign tracking with UTMs
Bias warning: this is my product. linkutm has two parts. The free QR code generator makes unlimited static codes with no signup, encoded in your browser, with PNG, SVG, and PDF downloads and error correction fixed at H. A free account adds 25 dynamic codes a month, and each code is a short link carrying your UTM parameters, so scans land in GA4 under the right campaign.
Why I built it this way: most teams don’t need a QR company, they need their QR scans in the same report as their email and social clicks. Scan analytics cover location, device, and referrer. Personal costs $9 a month ($7 billed yearly) with 250 codes a month and 1 branded domain. The limitation: free codes carry a small linkutm wordmark, and your own logo, branded domain, and frames are paid.
4. Uniqode: best for enterprise teams
Uniqode, formerly Beaconstac, is based in New York and built for large organizations. Every paid plan lists GDPR and SOC 2 Type 2 compliance, which procurement teams ask for. Static codes are free with “unlimited scans, and won’t expire”. Essential costs $9 a month billed yearly for 15 dynamic codes and 50,000 scans a year.
The limitations stack up on the entry plan. Uniqode says “we currently only offer annual subscription plans”. GA4 integration and detailed analytics start at Core, $49 a month billed yearly. Custom domains are an add-on, and Uniqode’s own pages quote three different prices for it ($500, $1,688, and $2,000 a year).
5. QR TIGER: most dynamic codes for the price
QR TIGER is run by QRTIGER PTE. LTD. in Singapore and states it is ISO 27001:2022 certified. The free plan gives 3 dynamic codes at 500 scans each, with a QR TIGER logo popup. Regular costs $7 a month for 12 dynamic codes with unlimited scans, which is the cheapest dynamic plan in this list.
The limitation: QR TIGER’s FAQ says plainly, “If your plan expires, it will stop working.” Google Analytics integration, custom UTMs, and white-label domains are locked on Regular and start at Advanced, $16 a month, paid yearly. I’d only pick it if you’ll keep paying for as long as the codes are in print.
6. Bitly: best if you already use Bitly links
Bitly treats a QR code as “a scannable form of a short link”, which I think is the right model. The free plan includes 2 QR codes a month with unlimited scans, and Bitly says its codes “never expire”. Downgrading treats QR codes the same as links, and bit.ly links keep working.
The limitation: free codes can’t be edited. Editing (Bitly calls it redirecting) starts at Core, $10 a month billed annually, with only 5 redirects a month. Custom domains start at Growth, $29 a month. If you already manage links in Bitly, adding QR codes there keeps everything in one dashboard.
7. Canva: best for designers
Canva lets you add a QR code without leaving your design. Static codes have no Canva logo and no tracking. Dynamic codes are available even on the Free and Pro plans, and you can change the link with “no reprint needed”.
The limitation: dynamic codes on Free and Pro “include the Canva logo by default”. Removing it, plus scan insights and expiry dates, needs Canva Business or Enterprise. Canva’s help page doesn’t say what happens to dynamic codes if you downgrade, so I’d use static codes from Canva for anything long-lived.
8. Adobe Express: best simple static code inside Adobe
Adobe Express generates static QR codes only. Its own FAQ says they have a “fixed destination that cannot be changed after creation” and “never expire”. An Adobe community manager confirmed in September 2025 that dynamic codes are still “something our team is working on”.
The limitation: no tracking at all, and Adobe’s own pages disagree on formats (one lists PNG, JPEG, and PDF, another PNG, JPG, or SVG). Fine for a poster that links to your homepage. Not for a campaign you need to measure.
9. Flowcode: best for landing pages built around the code
Flowcode, from the dtx company in New York, pairs codes with mobile landing pages. The free plan includes 2 codes and analytics for up to 500 scans. Pro Plus costs $25 a month billed annually ($60 billed monthly) for 50 codes and 3 seats, and Flowcode lists CCPA, GDPR, and SOC 2 compliance.
The limitation: Flowcode’s own documents conflict. Its terms (March 2024) say codes over the free limit “will be archived and re-directed to flowcode.com”, while an older help article says codes keep scanning after a downgrade. I treat the terms as the binding version.
10. QR Code Generator PRO: popular, but read the trial terms
QR Code Generator PRO (qr-code-generator.com) is owned by Bitly, which bought its maker Egoditor in December 2021. Despite the name, it’s a 14-day trial, not a free plan. Starter costs $19.99 a month, or $9.99 a month billed yearly, for 2 dynamic codes and 10,000 scans. Analytics include scans over time, operating system, city, and unique scans.
The limitation is the trial itself. When it ends, dynamic codes “are deactivated and point to a service page”. After cancelling, you get the rest of the period plus 30 days. On Trustpilot, qr-code-generator.com scores 1.3 out of 5 from 9,327 reviews, and the recurring complaint is printed codes that stopped after the trial. If you use it, buy before you print.
A note on Chrome: Google Chrome has a built-in generator that makes static codes with no install. It’s fine for a quick share, and I covered it in detail in how to create a QR code on Google Chrome.QR Code Generators I’d Skip for Business Use
ME-QR offers a “Forever Free” plan with dynamic codes and unlimited scans, which sounds great. The catch is in its own pricing page: “All QR codes with ads”, and only the Premium plan is fully ad-free. Your customer scans your packaging and sees an ad first. On Trustpilot, ME-QR scores 3.3 out of 5 from 584 reviews, and the recurring complaint is scanners being shown ad pages. Any “free” dynamic generator that asks for a card. If a free dynamic code requires payment details, it’s a trial. Codes created during a trial on QR Code Generator PRO or Uniqode are deactivated when it ends unless you upgrade, and neither will reactivate them on a new account. For the scanner’s side of this problem (codes that send people somewhere unexpected), see my guide to fake QR codes and scam warning signs.
How to Choose a QR Code Generator: 6 Checks
Run these six checks in order before printing anything. Each one rules out a vendor faster than a feature list, and the best QR code generator for you is the one that passes all six.
- Decide static or dynamic. If nothing will change and you don’t need scan counts, use a free static generator and stop here.
- Read the stop-paying policy. Search the vendor’s help center for “trial”, “cancel”, and “expire”. If the answer is “deactivated”, budget for that vendor for as long as the print run lives.
- Check the redirect domain. Your printed code contains the vendor’s domain unless you add your own. A branded domain looks more trustworthy and is easier to move later.
- Check analytics against your reporting. If your team reports in GA4, make sure UTM parameters survive the redirect. My QR code tracking guide shows how to set this up.
- Check vector downloads. Print needs SVG, EPS, or PDF. Some generators keep vectors on paid plans or strip the design from them.
- Check the logo and error correction. A logo covers modules, so it only works with high QR code error correction (level Q or H). Test the final file on three phones.
Why short redirect links also make better codes
Here’s a side benefit of dynamic codes that I measured with the segno library. A static code holding a 95-character UTM URL needs a version 6 symbol (41 x 41 modules) at error correction M, and version 9 (53 x 53) at H. Every vendor short link I tested, from qrco.de/bf4Y2u to scango.to/12345678, fits in version 2 (25 x 25) at M. A branded link like go.yourbrand.com/spring needs version 3 (29 x 29).
Fewer, bigger modules scan from further away and survive small print. The limitation: the size win belongs to short links, not to any one vendor. A short link you control gives you the same benefit without the lock-in.

Frequently Asked Questions
What is the best free QR code generator?
For static codes, QRCode Monkey is the best free QR code generator I tested: no signup, logo support, and free SVG and EPS downloads. For free dynamic codes, Hovercode gives 3 codes that never expire, with no scan cap and no watermark. linkutm’s free tool also makes unlimited static codes, with a small linkutm mark. Why did my free QR code stop working?
Most likely it was a dynamic code created during a free trial. QR Code Generator PRO and Uniqode both deactivate dynamic codes when the trial ends, and QR TIGER’s codes stop when a plan expires. The code points to the vendor’s short link, so the vendor decides where scans go. Static codes don’t have this problem because the URL is stored in the pattern itself. Is QR Code Generator PRO really free?
No. QR Code Generator PRO offers a 14-day free trial, not a free plan. After the trial, its dynamic codes are deactivated and point to a service page unless you buy a plan, which starts at $9.99 a month billed yearly. Its static codes keep working, and a separate free static generator is available on its homepage. Can I switch QR code generators without reprinting?
Only if the code uses a domain you control. A dynamic code encodes the vendor’s short link, such asqr1.be or qrco.de, and only that vendor can redirect it. If your codes use your own branded domain, you can point that domain at a new provider and recreate the same paths. Otherwise, switching means reprinting.
Are QR codes from Canva and Adobe Express trackable?
Adobe Express QR codes are static and have no tracking, according to Adobe. Canva’s static codes aren’t tracked either. Canva’s dynamic codes can be tracked, but scan insights such as total scans, locations, and device types require Canva Business or Enterprise. For free tracking, add UTM parameters to the destination URL so visits show up in GA4.Do dynamic QR codes slow down scanning?
Barely. A dynamic code adds one redirect hop between the scan and your page. In return, the encoded URL is much shorter, so the code has fewer modules and is easier for cameras to read. In my test, vendor short links fit in a 25 x 25 symbol, while a static UTM URL needed 41 x 41 at the same error correction level. The Bottom Line on the Best QR Code Generator
Here’s the short version:
- The best QR code generator is the one whose codes outlive your subscription, not the one with the most frame styles. Read the stop-paying policy first.
- For free static codes, use QRCode Monkey, linkutm’s free tool, or Chrome.
- If you need a QR code generator that doesn’t expire on a free plan, Hovercode’s 3 forever-free dynamic codes are the safest offer.
- For enterprise compliance, Uniqode. For cheap dynamic volume you’ll keep paying for, QR TIGER.
- Avoid trial-based “free” dynamic codes on anything you print.
- Put the redirect on a domain you own if the code will live longer than a year.
If you want QR codes that report into the same place as the rest of your campaigns, try linkutm QR codes. Each one is a short link with your UTM parameters, scan analytics, and an editable destination, and the free plan includes 25 a month. Testing your printed codes?
